Start by reviewing the log4cats kernel changes proposal in PR #920 and the runtime-specificity problems summarized in this issue. Coordinate the proposed presentation and TSC taskforce meeting with the identified maintainers and interested parties; done means agreeing on a future path for the project's core logging functionality.

log4cats has been stuck in an indecisive state for quite some time regarding the changes of its core functionality, notably the kernel changes, see: https://github.com/typelevel/log4cats/pull/920. Its position of de-facto core logging library across the Typelevel ecosystem makes it a significant point of friction that is felt throughout projects.
@iRevive proposed to champion the movement during a TSC meeting, summing up the main problems that need to be discussed, namely runtime specificities.
The following plan was proposed:
- Maksym prepares to present the current state of the project and of the kernel changes proposal
- A TSC taskforce prepares a meeting with current maintainers (@\danicheg and @\morgen were identified so far, skipping the ping until we get things moving) and other interested parties, where we can discuss the problem and draw a path for the future of the project
