ci: update tag publish job to ubuntu-latest

Xác định workflow GitHub Actions chứa job publish tag và tái hiện lỗi tarantool-setup trên Ubuntu 24.04. Cập nhật workflow theo yêu cầu, sau đó xác minh rằng workflow có thể chạy mà không publish nhưng vẫn build rocks, đồng thời việc publish các tag hoàn tất thành công.

Also, it would be a good idea always to run the workflow, but only build rocks without publishing. Because now the problems are discovered too late - when a tag is published.
