What happened?

step update always fails on Windows, after the download and checksum
verification have already succeeded:

$ step --version
0.1.4
$ step update
Step update failed: release archive does not contain the Step binary

Impact: Windows users cannot self-update at all — every release from 0.1.2
through 0.1.5 fails the same way — and have to reinstall manually every
time there is a new version.

Root cause: the two platforms ship different archive layouts. The Windows
step-*-windows-x64.zip is flat (step.exe at the archive root), while the
Unix step-*-linux-x64.tar.gz is wrapped in a top-level step/ directory.
findArchiveRoot in packages/coding-agent/src/step/local-update.ts assumes
the wrapped layout and picks the first subdirectory it sees — which is docs
on Windows — so the search for step.exe is confined to docs/ and never
finds it.

Steps to reproduce
  1. Install the native Windows build (0.1.2 / 0.1.3 / 0.1.4 all affected).
  2. Run step update.
  3. Observe the failure above. Fresh installs via install.ps1 are fine —
    only the self-update path breaks.
