Start by reading the rulings linked in #7495 and #7496, then follow #7496’s “To resume ZECSPLT” steps and inspect the affected estates, data, and ledgers. Apply the rulings in separate PRs, update mainframe-evidence-policy rule 7 and the det_mutation verdict where specified, then rerun affected ledgers and ladder_refresh.py. Done means each ruling is reflected with the required evidence and the refreshed ledgers pass.

Why

#7495 (CBSA) and #7496 (zECS) L5 revalidation merged at 16:55Z on 2026-11-03, at heads from before the 2026-11-03 rulings posted on them. #4628 was closed, so churn dropped the queued fix items. The merged content is the audit result, and it is conservative: programs lose L5 and open gaps stay open. The rulings still need applying:

  • Non-digit data in a numeric DISPLAY item (CBSA): a det_mutation verdict undefined-by-ibm (accounted, reported by name with counts, each entry citing the item and the input) for ab6f13f763, 0e4d7d1e73, eb7aa72523, bee9666e07. Add the extension line to mainframe-evidence-policy rule 7. Ruling: https://github.com/squid-protocol/gitgalaxy/pull/7495#issuecomment-6608089534
  • ZC01FILE 100-byte record (short-record-stale-zk): a valid input under RECORDSIZE(100 32700). Add the scenario and drop ZECS003 3c8bee1dba / 5b478174de if it kills them.
  • send-fail-lengerr (ECS001 b3aecad802): include it only if IBM documents SEND TEXT LENGERR for ECS001's actual operands; otherwise keep equivalent and rewrite the reason, citing the operand and the IBM page.   • ZECSPLT: finish from origin/l5-reval-zecs-plt (114d72d48) per #7496's "To resume ZECSPLT" steps.

One PR per estate, data and ledgers (plus the small det_mutation verdict change). Re-run the affected ledgers, ladder_refresh.py. Evidence levels, not "proven".
