Compare that path with the InterlinearProject entity and today's storage to determine how sessions should read and write the record; done means a C# repository session can do both. The issue leaves the storage design undecided, so settle that before implementation.

Why

CSharpRepository refuses a change set that carries the scope record (boundaries and languages), so a session can't run on it yet.
