Read the stdImage module (e.g., src/stdImage.cls) to locate CreateFromFile and CreateFromBinary and their Data URL/URL callers. Review the linked Microsoft WIC/GDI+ docs to evaluate a WebP decoder. Implement decoding with fallback errors, then add the listed tests, update changelog.md and regenerate docs.json. Done means WebP input works consistently with docs updated.

Split out from #98 so binary/Data URL export and clipboard improvements can proceed independently.

Current behaviour: stdImage.CreateFromFile rejects .webp files. GDI+ has no built-in WebP decoder, so this needs a separate decoding approach.

Scope:

  • Choose a decoder: evaluate WIC with an available WebP codec versus an optional external decoder. Document platform, installation, deployment, and licensing requirements.
  • Keep existing image formats usable by importing stdImage alone, without mandatory new dependencies.
  • Support WebP input consistently through CreateFromFile and CreateFromBinary, and through their Data URL and URL callers.
  • Define transparency/background and animated WebP behaviour.
  • Provide clear errors for missing codecs and malformed/unsupported data, with native resource cleanup.
  • Add lossy/lossless, transparency, invalid-input, missing-codec, existing-format, and 32/64-bit Office checks where available.
  • Update structured documentation, examples, changelog.md, and regenerate/compare docs.json.

WebP encoding/export is outside the initial scope. Preserve existing stdImgFormat numeric values if extended.
