Locate the repository license file containing the quoted appendix and compare its full contents with the issue description. Remove the placeholder appendix while preserving the license notice at the top, then verify that the resulting file contains only the intended repository-level license text.

Looking at https://www.apache.org/licenses/LICENSE-2.0 I think it should be:

I think that whole section at the bottom should be removed as this is not a single file license, but for the whole repo. The copyright at the top should be sufficient:
