Start by examining how rdbg loads reline and irb before bundle/setup, and compare that behavior with the versions specified in the Gemfile. Reproduce the dependency conflict and determine whether configuration such as no_reline should prevent these loads; done means rdbg respects the Gemfile constraints without conflicting versions.

It means rdbg loads latest gems and it can conflict with specified versions in Gemfile.
I have no answer now, but I file it for the memo.

Maybe rdbg dependent gems should be disabled in configuration like no_reline setting.
