Steps to reproduce
  1. Open a thread with a pending agent question that accepts a custom answer.
  2. Expand the question and open the terminal drawer. Reproduced at a 1100 × 700 viewport with the terminal occupying the lower 280 pixels.
  3. Attach an SVG through the file picker, paste, or drag and drop.
Expected behavior

The unsupported-file error is visible and dismissible, as it is in the standard composer.

Actual behavior

The file is rejected, but the expanded question covers the error banner. Attaching it appears to do nothing. This happens on the first attempt, without dismissing an earlier error.

Both the top banner container and composer overlay use z-20. The composer comes later in the DOM, so it covers the banner when the expanded question reaches the top of the reduced chat area. The same rejection is visible in the standard composer at this viewport.

Environment

Linux, headless Chromium, isolated web development environment. The pending question was seeded as a UI fixture; no provider turn was sent.

Fix: #14372. The PR includes the after screenshot and verification recording.

This is separate from SVG attachment support in #10936. The problem is that rejection feedback is covered by the question UI.

Workaround

Close the terminal drawer or increase the available chat height to reveal the error banner.
