Start with composer.json and compare its PIE-related sections with the requirements for PHP extensions on Packagist. Check why php/pecl-networking-ssh2 is absent from the Packagist extensions listing, then verify that the package appears there and can be installed with PIE.

Despite the presence of the composer.json file in the repo with the appropriate PIE sections, ssh2 is not available on Packagist and cannot be installed with PIE:
