Define a single mechanism that works for both execution types, with completion demonstrated by reliably identifying the failed row without the caller first determining whether SQL or PL/SQL was executed.

When cursor.executemany() is called and fails, requesting for a way to determine which row failed that uses the same mechanism for SQL and PL/SQL blocks. Currently for SQL cursor.rowcount will work, while for PL/SQL _Error.offset should be used. If I have a generic method which calls cursor.executemany() I would need to know whether PL/SQL or SQL has been executed in order to find the failed row. It would be really nice to have one mechanism to get the failed row like existed in cx_Oracle with use of cursor,rowcount.
