Read the linked Android local network permission guide to see what the platform now requires before an app can reach devices on the local network. The issue does not say which code paths use local network access, so first find the Nextcloud server connection and any local discovery code in the app. Done means the targetSdk is raised to 37 in the Gradle build config, the permission or runtime prompt is handled where local access happens, and the app still builds and syncs notes.
