Start by tracing the migration cutover flow and the recurring built-in Custom Script scheduling path described in the reproduction. Reproduce the concurrent-worker timing race if possible, then verify that a successor queued as cutover finishes is captured or causes another pass; confirm the occurrence is not later executed without being recreated.

Steps to Reproduce
- Under Customization > Scripts, schedule a recurring built-in Custom Script with a short interval.
- Under Scripts > Migration, complete inventory and staging and wait for valid revisions.
- Select Enter cutover with Accept concurrent workers. Time the recurring run on a second worker so it queues its next occurrence as cutover finishes. This is a timing race and is difficult to reproduce manually.
Expected Behavior
A successor queued during cutover is captured, or cutover remains open so another pass can capture it.
Observed Behavior
Cutover completes and reports no waiting work, but the new occurrence was neither captured nor cancelled. It later executes the built-in Script, and the plugin does not recreate it.
