When attempting to deploy a template with a single app registration using -WhatIf no results are returned.

Example deployment command:

New-AzResourceGroupDeployment -Name datest -ResourceGroupName datest -TemplateFile .\main.bicep -TemplateParameterFile .\main.bicepparam -WhatIf

Returns the following output:

Note: The result may contain false positive predictions (noise).

Resource changes: no change.

I have also tested with Az CLI with the same results:

az deployment group create --resource-group datest --template-file main.bicep --parameters main.bicepparam --what-if
