[Bug]: All the database names in `sys.databases` are set to “master”

What happened
When I connect to the master database and query sys.databases, all database names are displayed as “master.”
I was able to resolve this to the correct database names by using the DB_NAME() function.
Steps to reproduce
In environments launched with MSSQL_PID=Developer, the system database appears to display unexpected content.
You can reproduce this using the following command.
docker run -it --rm --name sqldbdev --publish 127.0.0.1:50001:1433 --env ACCEPT_EULA=Y --env MSSQL_PID=Developer --env "MSSQL_SA_PASSWORD=$ENV:SQLPASS" sqldbpreview-dpgaeqhmgphzd4bk.azurecr.io/azure-sql/db-dev
