Problem
Intake's verdict step writes native blocked-by edges (#9799) and fails closed when the edge write fails. If the lanes App lacks the dependencies permission, the write returns 403 and every rerun of that issue fails the same way, with nothing that names the missing permission.
Done when
- A 403 on the blocked-by edge write still fails closed, and the run summary (and the issue comment, if one is posted) names the missing App permission and how to grant it.
- A test in
.github/scripts/intake-triage/*.test.mjscovers the 403 path.
