This is a billing probe, not a code change, and it needs the operator's approval before anything runs because it spends real API credits. Start by reading the credits article the issue cites and the related issues #6405 and #6649 to see what the plugin eval runs already established. Done means the org's credit balance before and after one small claude -p step in a GitHub Actions workflow is recorded in the issue, along with a conclusion on whether that path draws credits.

The credits article excludes runs started by the Claude Code GitHub Action, even with -p, but does not say whether a workflow that installs the CLI and runs claude -p with an org key is covered. Probe: note the org's credit balance, run one small claude -p step with that org's key, re-read the balance. Spends real credits, so it needs the operator's go. Also probe one claude plugin eval run the same way (#6405, #6649).
