The parent's retired-slug criterion is owned by no sub-issue. On origin/main, git grep plugins-reference -- plugins/harness-ops/skills/plugins still returns three lines: context/gotchas.md:458, context/scope-semantics.md:25 and scripts/fleet-state.test.sh:226.
