Start with the command-line interface by reproducing livereload static on Windows 10 with Python 3.7 and livereload 2.6.3, then compare the generated launcher with the working 2.4.0 installation. Done means the 2.6.3 command runs without the non-UTF-8 syntax error and serves the requested directory.

I'm using livereload==2.6.3, python 3.7

When I run it with commandline interface I'm getting error:

Than I reinstalled it with 2.4 version and now it's working:

Seems like you've broke win10 compitability in a few last versions.
