The war file contents are decided by the Warbler config and its file-gathering logic, so start there rather than in the Rack app itself. Find where Warbler collects Ruby files into the archive and check why only paths under lib are picked up for app.rb and config.ru-adjacent files. Reproduce with a small app that has app.rb at the root and run the packaging task to confirm the missing file. Done means the root-level .rb file appears in the war, with a spec covering it.

I have a rack app contains config.ru, app.rb, but warble won't compile app.rb unless I put it under /lib. Is this a bug or a feature?
Some rack based frameworks, like Cuba, also puts .rb files under project root( Sample App ), how can I use it with Warbler?

environment: jruby 9.0.1.0, warbler 2.0.0.rc1, cuba 3.4.0
