Start by tracing the jruby-jars Maven gem packaging step and how its gem specification lists the missing JAR files; the build log identifies gem-maven-plugin:3.0.6:package as the failing entry point. Reproduce the snapshot build and check whether the packaged files match the specification. Done when the snapshot build no longer fails while packaging the gem.
