Then inspect the Step 1 instructions and the listed recorded receipt and hyp status --json payload pairs. Done means a harness asserts the stop/no-stop verdict for all five cases and fails when the skill text and payload shapes disagree.

Evidence

The suite pins the receipt shape, the capture-health payloads, and the skill prose by regex separately; nothing feeds a receipt-plus-status pair through the decision the prose instructs and asserts stop versus proceed. No incorrect behavior was observed; this is a coverage wish.

Why deferral is safe

The skill is agent-consumed prose with no executable decision function to harness; prose-regex pinning is the repo's established pattern for shipped skills, and both key pins here were verified non-vacuous at triage (receipt test 16/17 against the merge-base text and 16/17 against the round-1 text, 17/17 at head). Building a decision-executing harness is new test infrastructure outside a fix round.

Acceptance condition

A harness that renders Step 1 against recorded receipt and hyp status --json payload pairs (live-skipped listener, capability_too_old, dead daemon readable, dead daemon unreadable, live daemon unreadable) and asserts the stop/no-stop verdict for each, failing when the skill text and the shapes disagree.

Review preference; backlog only. A human may explicitly delegate it with neutral:fix.
