Evidence

No landed test captures logger output for verb.retract.unsupported, verb.retract.not_a_projection, or verb.retract.registrar_mismatch: grep -rn "verb.retract" test/ returns nothing at head 13bea152. Round 2 proved the refusal warn's payload at the emitter (hyp_plugin, hyp_owner_plugin, verb_name) only via ad-hoc probes that were discarded, not landed.

Why deferral is safe

Safe outside this PR. The branch the round-1 deferral named (a registry with ownerOf but no registeringAs bracket) emits no warn by design and its retraction behavior is pinned by the landed test at test/core/verb-registry.test.js:162; the two sibling tolerance warns predate this PR and were likewise unasserted; the refusal's user-visible behavior (neighbour's and core's command survive, dispatch still runs the owner's body) is pinned by two landed dispatch-level regression tests. What remains is observability test hardening with no observed incorrect behavior, so it is a preference, not a defect.

Acceptance condition

Add tests that capture the verb-registry logger and assert (a) a forged release emits verb.retract.registrar_mismatch carrying both registrars (hyp_plugin, hyp_owner_plugin) and verb_name, (b) the registry-without-unregister and not-a-projection branches emit their warns, and (c) the bracketless-registry tolerance path retracts with no verb.retract warn at all.

Review preference; backlog only. A human may explicitly delegate it with neutral:fix.
