Confirm the fixed folder entry permits peering outside the deployer's organization, then check the proposed change against the linked pull request #352. Done means the default policy only allows peering under the deployer's organization.

fast/stages-aw/0-bootstrap/data/custom-org-policies/networking_policy.yaml adds a fixed folder to the compute.restrictVpcPeering allow list. It's on main and in v5.0.0:

A folder belongs to one organization. Every other deployment lets its networks peer with VPCs under a folder in an org it doesn't control. The comment links a blog post about this constraint.

Proposed fix: drop the line and keep under:organizations/${organization_id}. Teams that need cross-org peering can add their own values.
