The payload names no source file or test; the log shows only the action's retry messages and the download path /dl/cloudsdk/channels/rapid/downloads/google-cloud-sdk-568.0.0-linux-x86_64.tar.gz on dl.google.com. First confirm whether the timeout reproduces outside the action, for example with curl against that URL, which would make this an upstream outage rather than a change to make here. Any code change would be in the action's TypeScript download and retry logic, and it is not clear what "done" means, so check the 8-comment thread for a maintainer decision before starting.

TL;DR

Attempt to download the full Google Cloud SDK distribution package (~150MB archive) from external endpoints (dl.google.com) is failing. The endpoint dl.google.com is stalling and dropping TCP transfer streams. Yesterday, when google-github-actions/setup-gcloud ran in the successful runs , dl.google.com was reachable without timeout. Today, dl.google.com is timing out / stalled, causing any action calling setup-gcloud without pre-installed bypass to hang forever.
