The daily-security-red-team workflow (.github/workflows/daily-security-red-team.md, Pattern Analysis technique around lines 316-335) regex-scans every file under actions/setup/js and actions/setup/sh with no exclusion for test files. Discussion #75255 (2026-11-05) and the open tracker issue #74990 both show the majority of flagged "findings" are inside *.test.cjs fixtures (e.g. substitute_placeholders.test.cjs, generate_git_patch.test.cjs, otlp_header_helpers.test.cjs, work_queue_provisioning.test.cjs) that intentionally contain malicious-looking strings to exercise sanitizers — not real vulnerabilities.

Expected Impact

Adding a *.test.cjs / test-directory exclusion to the pattern-scan file list would cut false-positive noise in the daily security report substantially (100+ of the 175 findings in #74990 traced to test fixtures), making the recurring report actually actionable for real findings.
