The Daily Copilot PR Merged Report (#64522) reports "Total Lines Added / Deleted: unavailable" and "Test Files / Workflow Runs / Billable Time: unavailable" every day, attributing it to "the mcpscripts-gh tool was not available and gh is unauthenticated in this sandbox." The real root cause is upstream: the shared pre-fetch script .github/shared/copilot-pr-data-fetch.md calls
