Describe the bug

Source inspection of 0.167.0, latest release 0.168.0, and master d19f10e shows that the built-in web-search allowlist omits openai/gpt-6.1-sol, openai/gpt-6-sol, and openai/gpt-6-luna. Catalog capability construction consequently returns web-search: false for these IDs. This report is source/test-based, not a fresh authenticated provider reproduction.

To Reproduce

Pass a catalog containing these model IDs to eca.models/all and inspect each model's :web-search capability. A regression test exercising that path fails for all three IDs on master; existing entries such as openai/gpt-6-astra remain enabled.

Expected behavior

Enable hosted web search for supported models. OpenAI's model pages explicitly list web search as supported for GPT-6.1 Sol, GPT-6 Sol, and GPT-6 Luna.

Doctor

Installed version: 0.167.0. The original user observation was on 0.163.1 with ChatGPT/Claude subscription login. No new authenticated requests were made for this report.

Additional context

PR #628 addresses a separate gate: the non-Lite Codex parallel projection removes hosted tools even when a model has the capability. Affected requests taking that path need both fixes. Requests taking the ordinary path do not need #628; Lite requests still need a separate transport fix. Which path a particular subscription model takes depends on live provider metadata, not rechecked here.

There is no web-search override in config-overrides->capabilities.

anthropic/claude-sonnet-5-5 is also absent. Its public documentation describes server-side tools, but acceptance of ECA's specific web_search_20250305 version was not authenticated here. I am leaving that model out of the proposed patch pending confirmation, since enabling an unsupported hosted tool could break even plain chat requests.
