First review the changes in #7825, #7826, and the other sub-issues of #7887, which this work depends on. Update the listed docs and CLI help to describe the resolution rules, online data and embedded fallback, timeout, and per-tool notes; done when those sources consistently reflect the final behavior.

Update the docs and the CLI help once for the version resolution through the tool-versions data.

  • #7825 and #7826 change how tools without a resolver resolve their versions, the follow-ups of #7887 move the other tools too.
  • The docs are updated once at the end, instead of in every PR.

Required changes

  • docs/tools.md: version resolution (latest, partial and exact versions), online tool-versions data with the embedded data as fallback, the 30 s timeout, the remaining special rules per tool
  • install-tool --help (getVersionHelp): the per-tool notes and the generic resolution
  • other docs that describe version resolution or the embedded tool-versions data, eg. docs/custom-registries.md for the online data url and its replacement

Needs #7825, #7826 and the other sub-issues of #7887.
