Check how pip's private index input is preserved. Done means latest and partial versions skip releases younger than a minimum age while private pip indexes continue to work.

Skip too new releases in the resolvers which still ask a registry directly.

  • install-pip, install-npm and install-gem resolve arbitrary package names from their registry, as there is no tool-versions data for them.
  • A registry can list a release before all its downloads are reachable, eg. install-pip pipenv 2026 resolved to 2026.10.2 from the PyPI JSON api 6½ minutes after the upload, while pip's index still ended at 2026.10.1.

Required changes

  • latest and partial versions skip releases younger than a minimum release age (eg. 1 hour), like the tool-versions data does
  • keep the input for pip packages from private indexes, as today
