Problem

scripts/wait_pr_codex.sh can fail early (exit 1) on a public PR when an outsider posts a comment that names the head and the words of a Codex security review request, and Codex later posts a usage-limit notice. The wait then reports "Codex usage limits reached: no security receipt for " before it posts its own request. It never passes a head without a receipt: the effect is an early failure in the local wait script only.

Cause

The usage-limit check added in #7732 (wait_pr_codex.sh, near line 468) finds the latest comment that names the head and the request words, from any author. The check that suppresses the script's own request (codex_security_review_requested_for in scripts/lib/codex_comments.jq) counts only authors with OWNER, MEMBER or COLLABORATOR association. The two checks disagree.

Fix direction

Apply the same OWNER/MEMBER/COLLABORATOR filter to the usage-limit correlation, for example by reusing one jq def for "a trusted request that names the head". Add a test case: an outsider's comment plus a later usage-limit notice still lets the script post its request.

Found by Codex round 5 on #7732 (thread PRRT_kwDOPxxmWM6xxG98). Refs #7731.
