Done means a member annotated retain leaves its workspace in Coder when deleted, the existing deletion exceptions still hold, and tests cover both cases. The referenced plan sections and cleanup docs are not in the issue, so read them first.

Support retain for CoderWorkspacePoolMember, as for CoderTemplateTest: with the control plane's allowRetain, the annotation coder.com/deletion-policy: retain keeps the workspace in Coder when the member is deleted. Today a deleted member always deletes its workspace, except in the cases that the cleanup docs name.
