The failing assertion is in cpp/src/arrow/filesystem/test_util.cc around line 159, where the mtime from the S3 listing is compared against an expected value truncated to seconds. Start by reading that comparison and how the S3 test fixture sets its timestamps, then run TestS3FSGeneric.GetFileInfoSelector against the newer AWS SDK. Done means the test passes with both the old and new AWS bindings, with the timestamp comparison handling sub-second precision consistently.
