Problem

aidd-dev:05-review is 10 files and 1589 words: five actions (prepare, review-code, review-functional, review-relevancy, finalize), the largest of the core development skills. Under opencode with Mistral small and medium models, each extra action and reference re-sends the whole context. The lean plan skill also changes what a review can trace: an Impact section with documentation impact (#927) and a safety-net baseline (#896).

Scope
  • Same method as the brainstorm and plan skills: mermaid router with action paths, recipe steps, one Output per action, rules only where the action owns them, no duplicate between actions, references and the report template.
  • Carry the plan-side contract: verify the declared documentation impact was addressed (#927), check the safety-net baseline is still green and flag any modified or deleted baseline test (#896).
  • Keep the reviewed status rule that now lives in the plan template: only the review sets it, and a rejected review leaves the plan implemented.
  • Check the router on opencode with mistral-small-2603 and mistral-medium-2604.
Acceptance criteria
  • The pre-commit gates pass, with fewer words than today.
  • On the same diffs, Claude haiku and sonnet and mistral-medium-2604 report the same findings as the original or more, at lower or equal cost.
  • The review stays read-only: no edit to the reviewed code.
