Start by reviewing the kernel-firmware LICENSES directory linked in the issue and how ScanCode currently detects licenses and applies license rules. Compare the licenses in that tree with existing detection coverage, then identify any missing licenses or rules. Done when every license in the referenced directory is detected correctly; the issue does not name specific test files or a validation command.

The firmware used to be in the kernel tree. We now also have that second tree, with some decent effort to get the licenses right. Let's make sure we can detect them all, and create new licenses and rules as needed.
