Follow-up from #1816.
min-deps-ci.yml and upstream-dev-ci.yml have no permissions: block, so every job in them gets whatever the repo default grants. That default is currently read/write, which means the test jobs — the ones installing old or unreleased third-party packages — run with a token that can write to the repo. Only the failure-issue job actually needs that, and only for issues.
Fix: contents: read at the top of each workflow, issues: write on failure-issue. asv-benchmarking-pr.yml already does the top-level part.
Behaviour is unchanged; the bot has been opening issues fine (#1785, #1702, #1618). This just stops handing a write token to jobs that do not use one.
