Start from the ruff configuration, where select must change to ["ALL"] with the global ignores kept to COM812, ISC001, D203 and D213, then run ruff to list violations. Work through the tests, the scripts and the rules tool, whose unittest tests keep their per-file exemptions, and leave the Alembic revisions and script command-line interfaces as they are. PR #3934 is already open against this issue, so check with it before starting. Done means ruff passes under the new selection with every test assertion intact.

Phase 1 step 1.8, group 8b, part 3 of 3: refactor the tests, the scripts and the rules tool within ruff's complexity limits, then switch ruff to select = ["ALL"].
The only global ignores are the two rules that conflict with ruff format (COM812, ISC001) and one rule of each mutually exclusive pydocstyle pair (D203, D213). Test files, generated Alembic revisions and the rules tool's unittest tests keep their registered per-file exemptions. Scripts keep their command-line interfaces, and tests keep every assertion.
