Check the existing behavior for index/nl and nl/Some_page; done means the popup leaves the page name empty for the former and prefills Some_page for the latter. Problem

On the page index (index/nl), the popup for a new page fills in nl as the name of the page. Whoever clicks "create" without looking makes a page named nl, at nl/nl, instead of the page they meant. With the new editor of #520 the title of the article becomes "nl" as well.

Cause

addNewPageRoutine() in system/core/pages.php prefills the second part of the path when no page exists for the first two parts:

if (count($query) >= 2 && !hypha_getPage($query[0], $query[1]))
	$pagename = $query[1];

That is meant for nl/Some_page, a page that does not exist yet. But on index/nl, tag/… or settings/…, the first part is not a language, so the second part is no page name.

Expected

Prefill only when the first part of the path is a language: empty on index/nl, and Some_page on nl/Some_page.
