Start by comparing the names in the Make interface rules with the lists in exports/gensymbol and exports/gensymbol.pl, then run the example command from the issue to see the current output. The header gaps are in cblas.h and common_interface.h. Done means both generators emit the missing batch and BF16 names in the osx, win2k and objcopy modes, and the headers declare them. Native Windows and macOS link checks are not required.

At develop b366de2d66111344cd867576810ad71651674b9e, I found several mismatches between the interface build rules and the export/header lists.

The names below are base API names before platform decoration or a configured prefix/suffix. For the batch families, ? means s/d/c/z, plus sb when BUILD_BFLOAT16=1.

Both generators already list the non-strided cblas_?gemm_batch forms and the Fortran-style sbgemmt/sbgemmtr forms.

I reproduced these list differences by running both generators in osx, win2k, and objcopy modes with the relevant precisions enabled. For example:

These lists feed the Make build's Windows export definitions, macOS exported-symbol list, and symbol-renaming maps. Windows also uses dllexport, so actual link behavior depends on the build path; I have not run a native Windows/macOS link test.

There are related declaration gaps: cblas.h has no prototypes for cblas_bscal, cblas_sbgemmt, or cblas_sbgemmtr; common_interface.h (used to generate f77blas.h) has no declarations for the Fortran-style batch forms or sbgemmt/sbgemmtr. The batch implementations came through #5449 and #5458, which did not update those export lists or common_interface.h.
