Start with ClimateControlCommand in cars/egmp/src/lib.rs, where the command currently returns "Not implemented." The issue asks for frames captured with SavvyCAN and references firmware#22, then adding those frames to dbc/m-can.dbc in contracts before sending them from the firmware. Done means implementing climate controls while honoring the read-only and car check conditions; each optional field can be handled as its own PR.

Turn the climate on and off and set the target temperature, defrosts, steering wheel heater and seat heating (ClimateControlCommand). Each optional field can be its own PR. It currently returns "Not implemented" (cars/egmp/src/lib.rs).

Capture the frames the car sends when this is done from the car itself (SavvyCAN logger, firmware#22), add them to dbc/m-can.dbc in contracts, then send them from the firmware.

Only send while read-only is off and the car identity check passes.
