The payload names only four hr boolean fields (hr_presence_control_login, _email, _ip, _attendance) and says their values must be filled from ir.config.parameter. Start with existing hr migration scripts for the 17.0 branch to see how this repo copies field values into config parameters. Done means a migration script that sets each parameter from the old field values, and you can confirm it by running the upgrade on a database that has these fields set.
