feature request

The legacy http server should be deprecated in favor of the gRPC server. To preserve a basic subset of the legacy API, we need to add an http proxy server that accepts the cuOpt JSON data format for LP/MIP and VRP problems and delegates the solve to the gRPC server after converting the data internally. Operation should be largely transparent to the user.

To do this, we will refactor the common portions needed for data conversion and share them between the legacy server and a new proxy server. This will be done in a series of small PRs.

Next, we will implement the new proxy server alongside the legacy server in the cuopt_server package.
