The issue does not name files or tests; investigate how Forge installations are built and how mod jars could be supplied. Done means drag-and-drop and launcher-provided jars are handled, with incompatible mods rejected before the game starts.

It would be nice to be able to drag and drop Forge mod jars into the installer and have them listed as mods that will be installed alongside Forge, as well as a CLI flag or two for third-party launchers to tell the installer about mod jars it wants to install as well.
This would allow for basic checks at install-time instead of crashing when the game starts. For example, a user could drag and drop a Forge 1.21.1 mod into a Forge 1.20.1 installer and the installer would fail-fast telling the user that the mod isn't compatible.
