Start with tools/precheck.sh and compare its portability-row classification with the refusals in suite section [99zb]. Then inspect tools/section_plan.sh --changed and the relevant gate scripts; add automated stub-gate coverage for PASS, FAIL, announced skip, and no binary. Done means the documented authority and skip convention are consistent, and section_plan no longer reports precheck as not run locally.

Found by two blind critics in round 2 of the #1326 fix. Everything below exists only as a mutant; no real-tree instance was found. It is filed rather than fixed in that branch.

tools/precheck.sh decides each row from the exit code, plus (since the #1326 branch) a column-0 name: SKIPPED line. Suite section [99zb] reads the same portability tool with more refusals, so the two can disagree on the same output:

Two more:

  • The skip matcher ^[a-z0-9_-]+: SKIPPED covers every row. A future gate that prints a SUB-check skip in that form, and otherwise passes, would lose its PASS and read SKIP. Measured by prepending gfx-guard-subcheck: SKIPPED to tools/gfx_guard_order_check.sh.
  • No automated witness. tools/section_plan.sh --changed prints not-run-locally: tools/precheck.sh, because no suite section or self-test runs precheck. A change to it was exercised only by hand, in review.

CI runs the suite, which carries the stricter refusals, so no CI verdict is lost today. Precheck is the contributor's local gate, though, and it can read green or skipped where the suite reads red.

Done when

  • Either precheck reuses [99zb]'s refusals for the portability row (both verdicts, identity, no verdict line, Darwin skip), or precheck is documented as advisory with the suite as the authority. The docs must say which one.
  • The skip convention is pinned: either the matcher is anchored to the gates that declare a skip, or a comment and check define the name: SKIPPED line as a whole-gate verdict only.
  • Something automated runs precheck's row classification against stub gates (PASS, FAIL, announced skip, no binary), so section_plan --changed no longer lists tools/precheck.sh as not-run-locally.
