Start by reproducing the shape move described in the issue using the linked videos as reference; the issue does not name files or tests. Compare the shape's transform before and after moving it inside a blend layer from the layers panel. Done means the move no longer causes the unexpected transform behavior shown in the videos.

Originally I thought it reset the transform based on my initial findings from the video below:
