Read the blend/morph and boolean-operation entry points to identify where their interaction is handled; the issue does not name specific files or tests. Which may be related to https://github.com/GraphiteEditor/Graphite/issues/4094 as when scaling, the pivot at 0,0 does get moved when scaling. However I am not entirely certain.
