Start by tracing how saving an existing location validates VPN CIDR capacity and how it counts devices across locations; the issue names no files or tests. Compare the validation with the expected per-location device count, then add or update a regression test for multiple locations. Done when a location can be saved when its own devices fit the CIDR, even if the total device count across Defguard is larger.

Describe the bug
We have multiple locations.
When editing an existing location, I cannot save the changes when there are more devices than the defined VPN CIDR on a location allows.
But it doesn't only check the devices that apply for that location, it checks the total devices in defguard.

Error:
The network is too small to accomodate all existing devices (network capacity: 253, total devices: 259)

Expected behavior
I would expect that I cannot save the location change(s), when the total devices that use this location exceed the configured CIDR.
Otherwise we would need to set a large CIDR on all locations, even when only a small amount of the users/devices have access to it.
