Start from org.csstudio.display.converter.medm.Converter and its handlers for 'message button' and 'shell command' widgets. Compare 4.7.4 with 4.6.x to find where actions generation regressed. Done when converted .bob output includes the actions block with write_pv as shown in the issue.

When Phoebus 4.7.4+ converting MEDM adl to bob files, the "message button" widget does not produce the actions properties. See a report here https://github.com/paulscherrerinstitute/ADPco/pull/5#issue-4171724294

Using Phoebus 4.6.x produces the correct results, e.g.
