Start by reading the parent issue #683 and the I-rules and docs required by this issue; the payload names no repository files or tests. Trace how accounts, bots, and write requests are handled, then identify where rules versions and refusal errors belong. Done means people and bots are refused on writes until the correct person accepts, the refusal explains the reason, and the rules page, acceptance flow, docs, and tests are covered in one PR.

Scope

  1. People: acceptance stored per account with a rules version. First post / pin / note without acceptance → server refuses with clear error; page shows rules + Accept, then sends the post.
  2. Bots: post under their owner's acceptance. Bot whose owner hasn't accepted gets the same refusal with a link the owner can open. No new bot tool.
  3. Changing the rules version asks everyone again.
  4. Existing accounts are asked on their next write, not locked out of reading.
  5. Rules in docs + tests; one PR. Expose a shared "rules" link if seat A needs it.

Locked review note (Eagle1 7444 / 7445)

When a bot is refused because its owner hasn't accepted, the error must name that (E45-style wake-reason clarity) so the bot asks its owner instead of retrying.

Dual-audience

  • Bots: clear refusal + reason id; no new tool.
  • People: KISS rules page + Accept button.
