发生安全漏洞并发布修复版本后，考虑通过全局公告和站内提示，引导用户及时了解风险并完成更新，降低用户因未及时获取更新信息而延迟修复的风险。
增加全局安全公告
- 考虑在 1Panel 内容区顶部增加公告横幅，支持跳转至官方安全公告文章。
- 支持关闭公告。

优化应用商店的更新提示
- 更新远程应用提示：为「更新远程应用」按钮增加待操作标识，提醒用户主动获取远程应用的最新版本信息。（站内非告警类待操作提示可考虑使用绿色圆点标）
- 版本更新获取机制：优化版本列表的获取机制，增加手动刷新按钮，支持用户主动获取最新版本信息，避免必须切换一次版本才能看到更新推送的情况。参考下方 UI demo 或其他可行方案。
